A Monday, in the middle of the day. The power goes out on the Spanish and Portuguese mainland.

Traffic lights out. Tens of thousands are stuck on stationary trains, others are trapped in lifts. The mobile network goes down in many places. And millions of people notice something they had never thought about: in many places, paying by card no longer works.

Card terminals: dark.Cash machines: silent.

The European Central Bank later analysed the day: in the affected areas of Spain, four out of ten card payments in shops were lost. Where there was still power, people withdrew considerably more cash than usual.

The digital euro

Indications
Paying in shops, online and from phone to phone. Only with a device and power.
Dosage
You do not decide the maximum amount per person. It is only to be set shortly before launch. The amounts under discussion are 500 to 3,000 euros.
Overdose
Not provided for. The system automatically moves anything above the maximum amount to your bank account.
Side effects
A second account number. And a system that sees how much you have and how you pay. Without your name, says the manufacturer. Your bank knows it anyway.
Interest
None.
Manufacturer's note
“Never programmable money.” But there could be conditional payments: money that only flows once something specific happens.
Acceptance
If your shop accepts cards, the plan is that it must also accept the digital euro.

Gold coin versus digital euro

  1. Round 1 How much are you allowed to own?

    Gold: as much as you like.

    Digital euro: as much as others allow you.

  2. Round 2 Does it work without power?

    Gold: needs neither power nor a network.

    Digital euro: needs a device with power.

  3. Round 3 Does it stay where you put it?

    Gold: yes.

    Digital euro: above the limit, the system moves your money away. For now, to your bank account.

  4. Round 4 Who sees what you have?

    Gold: in your own safe, nobody.

    Digital euro: The central bank is meant to see how much you have. Your bank knows the name that goes with it.

A look across the borders

Where hardly anyone pays cash any more, cash is now protected.

Norway and Sweden came closer to life without cash than almost any other country. Now both are protecting cash. And America has stopped its digital dollar.

  • Norway

    2 in 100

    people there paid in cash at last count. Even so, every shop with staff must accept cash. Any shop that refuses risks a fine.

  • Sweden

    5 in 100

    paid in cash at their last purchase. Since July, grocery shops and pharmacies have had to accept cash. The central bank advises every adult to keep a week's worth of cash at home.

  • USA

    Until the end of 2030

    the US central bank may not issue a digital dollar. One of the reasons: citizens' privacy.

  • Germany

    And in Germany?

    Is a shop allowed to refuse your cash? Yes, says the Bundesbank. In Germany, no shop is obliged to accept it.
